Apapa Customs Unveils E-Tracking System to Boost Trade, Security
The Apapa Area Command of the Nigeria Customs Service (NCS) has introduced an Electronic Cargo Tracking System (ECTS) to enhance national security, increase revenue, and simplify trade across Nigerian ports.
The pilot phase began on November 5, 2025, with a container bound for the Kano/Jigawa Area Command—marking the first real-time use of the system for cargo monitoring.
Speaking at the launch, Comptroller Emmanuel Oshoba, Customs Area Controller of Apapa Command, described the ECTS as a major innovation that allows real-time tracking of containers from departure to destination. Using electronic seals and handheld devices, the system ensures transparency, prevents tampering, and stops diversion of goods in transit.
Oshoba noted that Apapa serves as the test site for nationwide deployment, adding that the new system will greatly reduce the need for physical escorts, as officers can now monitor shipments electronically. He also praised the Comptroller General of Customs, Bashir Adewale Adeniyi, for driving automation and modern reforms in line with global customs practices.
Deputy Comptroller Aondona Christopher Fanyam, head of the implementation team, explained that containers remain sealed until authorized release at their destination. He said the system offers three secure unlocking methods—remote control, authorised handheld devices, or a physical card—ensuring only trained personnel can access shipments.
Chief Superintendent of Customs Rosemary Ebele Wenceslas, leader of the training team, said 12 officers have been trained to manage the pilot phase. Drawn from the Rapid Response Unit (FOU Zone A, Ikeja) and the Apapa Enforcement Team, they have undergone extensive training on the system’s Standard Operating Procedures (SOPs).
Wenceslas added that the trained officers are now fully equipped to operate the ECTS, supporting its goal of improving cargo tracking, trade facilitation, and national security.
