The facility was commissioned on Thursday, August 13, 2026, at the Command Headquarters in Port Harcourt, Rivers State, and subsequently handed over to Messrs Angies Perception Catering and Events for professional management. The firm emerged as the successful operator following a selection process approved by the Nigeria Customs Service Headquarters.

Speaking at the event, the Customs Area Controller, Port Harcourt Area I Command, Comptroller Salamatu Atuluku, explained that the concession process was conducted by a six-member committee tasked with advertising the project, evaluating applicants and recommending the most suitable operator.
She said the successful company was selected after undergoing practical cooking demonstrations and oral interviews, noting that the process was transparent and designed to ensure that the Command engaged a competent operator capable of providing quality services to personnel.
Comptroller Atuluku commended members of the selection committee for their professionalism and commitment throughout the exercise. She also appreciated the Comptroller-General of Customs, Bashir Adewale Adeniyi, and the Service Management for their continued efforts to improve infrastructure and promote the welfare of officers across Customs Commands.
